IHCDA is pleased to announce three 2006 NAP Application Workshops to be held at locations throughout the state. Dates and Locations are as follows:

Affiliates Please note the change in HFHI's government funds policy below. This change has just been made as of today and it comes directly from our new CEO.

Dear Partners,

Some months ago, you were invited to take part in a survey regarding a possible change in policy that would grant affiliates in the United States greater flexibility in how they use government funds.

Many of you responded to the survey and I thank you for that. Your thoughts, insights and suggestions are important in our efforts to better serve more and more families. They are helpful, too, as we work to make our policies and programs as transparent and as consistent as possible.

The existing policy provided that government funds may be used to cover administrative costs and to set the stage for construction, but that no government money could be used in the actual construction of a house. The provision was carefully crafted to ensure that accepting and using government money would in no way limit Habitat�s ministry to demonstrate the love and teaching of Jesus Christ through our work.

Since 2001, however, global policy has differed from U.S. policy. Elsewhere in the world, affiliates and national organizations are discouraged from becoming dependent upon any one source of funds, government, corporate, foundation or individual � maintaining diverse sources of funding helps strengthen and protect Habitat�s work � they are allowed to use the funds for construction as we are for infrastructure.

No challenges or concerns have surfaced since the change, so Habitat for Humanity International�s Board of Directors and the U.S. Council agreed to review the U.S. policy, especially after reviewing the nearly 30 years that we have seen Habitat�s work in the United States take such strong root. After careful review, and taking your survey comments, questions and suggestions into account, the U.S. Council recommended to the board that we adopt a matching policy for all affiliates in the United States.

I am happy to announce that at its meeting in Baltimore in October, the board adopted that single policy, which will allow U.S. affiliates, if they choose, to use government funds to build houses. The official adopted policy reads:

�Habitat for Humanity International welcomes partnerships with governments that includes accepting funds and other resources to help provide houses for God�s children in need, provided these partnerships do not limit our ability to demonstrate the love and teaching of Jesus Christ, and further provided that affiliates do not become dependent on or controlled by government funds or other funding sources. Local Habitat for Humanity affiliates or Habitat for Humanity International may adopt more specific guidelines as deemed necessary to avoid such dependence or control.�

It�s clear the board held fast to the Christian mission and principles by ensuring that no government funds will be accepted if they put at risk our ability to express and to demonstrate our Christian foundations through our work, or threatens to become the sole source for funding. But the move also protects Habitat�s grassroots structure, leaving it to each affiliate to decide whether or not, based upon local situations and conditions, to use government funds for construction. It leaves the determination � as a matter of conscience and action � to affiliates.

I am excited by this change in policy and the opportunities it may offer, and at the same time comforted by the significance the board placed on protecting our core Christian principles. I am eager, together with each of you and God�s guidance, to move forward as we seek to serve His people.

In our efforts to better serve the 71 affiliates of Habitat for Humanity in Indiana, we have put together a packet of information regarding the Indiana Housing Trust Fund which will prove vital as we seek funding over the next couple of months.

The documents which can be found at the link below explain what the Trust Fund is, how you can help, and how you can get others to help. If we are successful in promoting this campaign, we will be 10-15 million dollars closer to ending poverty and especially poverty housing here in Indiana.

Dear Habitat Affiliate Leaders:

As you know, the Neighborhood Assistance Program (NAP) tax credit program has been moved from the Indiana Department of Commerce to the Indiana Housing and Community Development Authority (HCDA). Last year, 17 Habitat affiliates around the state received a total of $588,069 in NAP Credits. Awards ranged for a low of $6,000 to a high of $50,000, which is the maximum available per recipient.

The draft application for the 2006-07 Neighborhood Assistance Program in now available for comments and can be found on HCDA�s website at:

http://www.in.gov/ihfa/comdev/allo/apps/nap/nap.htm.

Comments may be made on line at the above web address. Please note, however, that the comment period ends on November 23rd.

I encourage you to look over the application information and submit any comments that you think are appropriate as soon as possible. I also strongly encourage each of you to consider applying for NAP Credits when the application period is announced early next year.

NEWS UPDATE

Habitat hits the Hardwood!!!

Indiana Habitat for Humanity would like to invite all affiliates to come join us at the Nov. 9th Indiana Pacers game as they take on the Miami Heat and recognize Habitat for Humanity at halftime. This game is a great chance for all of us to get together in support of Habitat and to treat yourself or the family to some fast-paced NBA action. Tickets can be purchased for the reduced price of $20/each and there are a limited number of tickets available. If you are interested, please let the State office know as soon as possible so that we can reserve the tickets now. Monday, Oct. 24th is the last day to reserve your tickets.

Habitat Indiana Brings a New Look to the Web

Check out the new and improved Habitat Indiana website at www.habitatindiana.org. In our efforts to make our site more current and relevant to you as affiliates, we have revamped our site updating information and changing the layout of the site to make it more visually appealing. New features include listserv capabilities, updated contact info, and email access to board members and staff.

State Support Organization Survey

Beginning on or about November 1, 2005, Habitat for Humanity International�s U. S. Affiliate Department will be conducting an assessment of all State Support Organizations including Habitat for Humanity of Indiana. Questionnaires will be sent to Executive Directors and Board Chairs of SSO�s, as well as to HFHI staff, who have supported the development of Support Organizations in the past, and current staff of the U. S. Affiliate office. A major component of the assessment process will be an on-line survey of affiliates in states where Support Organizations are currently operating. Please log on to the PartnerNet website after the first of November and complete the survey

ReStore Information

With the reconstruction of the Habitat Indiana website we are asking every affiliate with a ReStore to make sure that you send us all your ReStore contact info, hours of operation, and website (if applicable). This information will be posted under the ReStore section of the site and will act as free advertising for your affiliate. Just let us know.
